In order to further deepen the reform of “streamlining administration, delegating power, improving regulation and upgrading services”, continue to optimize the business environment of “applying for construction permits”, strengthen the planning, quality and safety management of urban underground pipeline projects, and crack the approval difficulties in underground pipeline projects such as sewage comprehensive environmental improvement, recently, with the consent of the People’s Government of Nanchang City, Nanchang Municipal Bureau of Housing and Urban-Rural Development took the lead in issuing the “Notice on Further Optimizing the Planning Permission and Construction Permit Approval of Underground Pipeline Projects” (hereinafter referred to as the “Notice”).

It is learned that the underground pipeline referred to in the “Notice” refers to the construction of underground water supply, drainage, gas, electricity (including lighting), communications and other pipelines and ancillary facilities. Before the commencement of an underground pipeline project with an investment of more than 1 million yuan or a length of more than 150 meters, it shall, in accordance with the relevant provisions, apply to the departments of natural resources, planning and housing and urban-rural development for planning permission and construction permit. No construction permits are required for emergency rescue and disaster relief and temporary underground pipeline projects.

At the same time, the “Notice” further optimizes the list of materials for planning permission and construction permit of underground pipeline projects, and clarifies the types of land use approval documents for underground pipeline projects, among which the part of the construction planning permit clarifies that underground pipeline projects does not need to provide land use approval documents, while the part of construction permit mainly streamlines the material types of land use approval documents and planning permits. This will effectively solve the current approval difficulties in municipal sewage system renovation projects and the drainage unit projects subject to the county/district’s approval and regulation.
